Development Officer Position

Become a critical team member as the Development Officer of TEXSAR (Texas Search and Rescue), the premier volunteer search-and-rescue and first responder non-profit in Texas. We seek a development professional with direct fundraising skills who will play a pivotal role by applying their skills through managing and expanding all fundraising activities. TEXSAR is making tremendous progress as a quick-response organization under the leadership of a new Chief Executive Officer and over 470 committed volunteers, members, and board members. The Development Officer will foster the implementation of best practices in the supporting areas of gift processing, data management, and donor communications. This individual will directly supervise all development activities and work closely with the CEO, the Director of Communications and Outreach, the Director of Business Administration, and the Board of Directors. TEXSAR serves all 254 counties in Texas, and the Development Officer will have statewide responsibility for increasing donations to meet the growing need and demand throughout the State. The primary goal of the Development Officer is to increase participation and engagement in resource development programs and initiatives, resulting in sustainable philanthropic contribution growth. 

Required Experience and Key Responsibilities Fundraising strategies and tactics:

• Major Gifts: successful experience in strategizing, growing, cultivating, and soliciting gifts of five- and six-figures or more.

• Special Events: demonstrated success in setting and meeting event goals for donors and sponsors, coordinating fundraising events, and understanding how events fit into the overall fundraising strategy for cultivation, stewardship, community building, and contributions.

• Annual Fundraising: a proven track record in various annual level giving program strategies and implementation, including directing the program and developing digital and direct mailing and annual fundraising drives.

• Planned Giving: familiarity with basic planned giving strategies and tools sufficient to have conversations with donors from which they would seek professional advice from their advisors and counselors.

• Moves Management: experience developing and tracking moves management for donors and involving organization leaders and board members as appropriate.

• Donor Engagement: skilled at donor retention strategies, engagement of lapsed donors, and acquisition of new donors with a proven track record of increasing the number of individual donors and growing unrestricted contributions.

• Relationships: proven experience in developing and maintaining professional, productive working relationships with board members, donors, volunteers, and community stakeholders.

• Prospect Research: demonstrated proficiency in researching new and existing prospects through various sources.

Leadership and communications:

• Leadership: experience leading and supporting the fundraising committee, the Committee Chair, and any volunteer or paid staff supporting fundraising efforts.

• Interpersonal: skilled in persuasive communications, active listening, and facilitating meetings.

• Written: the ability to produce clear, concise, persuasive, informative correspondence, fundraising materials, solicitation letters, and proposals for individuals, foundations, corporations, and agencies.

• Group: comfortable and adept at public speaking and making public appearances to share information about TEXSAR.

• Brand Ambassador: demonstrate the ability to serve as a representative of TEXSAR, utilize your presence at our events to develop our prospect pipeline and donor base, and present with self-confidence, common sense, and good listening ability.

Data-driven and goal-oriented:

• Total Giving: experience in tracking and reporting on goals across all donated revenue streams while balancing goals and activities to maximize benefits and outcomes.

• Relationship Management: experience in prospect research and cultivation to continue to add to the donor pipeline while tracking proposals under development, proposals out for review, and proposal outcomes for the current year and multi-year renewals.

• Budgeting: a proven track record of managing a fundraising budget and reporting actuals and forecasts monthly and annually.

• Performance Metrics: experience establishing, tracking, and reporting key performance metrics to drive results.

Best practices:

• Understands non-profit regulations and board governance.

• Stays current on fundraising trends and innovation within the non-profit industry.

• Understands federal laws and policies relating to fundraising.

• Is proud about work and ensures confidentiality, professionalism and accuracy, and completeness of record-keeping and project tracking.

• Is timely in follow-up with donors and sponsors regarding meetings, donation receipts, recognition, periodic and annual reports, and special requests.

• Understands and demonstrates the importance of initiating donor visits and fundraising calls.

• Understands that other duties may be assigned as directed by the CEO. Familiarity:

• Microsoft Office Suite and Google Tools.

• Salesforce, Raiser’s Edge, or similar CRM tools.

• Experience with first responder agencies and related volunteer organizations is a plus.


• Bachelor’s Degree and at least 5-7years of development experience required.

• Must have a reputation for high standards, ethical behavior, and integrity.

• Must be knowledgeable of the key responsibilities listed above and have a particular focus on major gift fundraising.

• Experience in establishing or significantly scaling a development program is a plus.

• Leadership-level experience and participation in strategic and tactical planning and goal setting are a plus.

• Must possess the skills to work with and motivate staff, board members, and volunteers while fostering collaboration and building unity.

• Must stay organized and work well in a nimble, fast-paced, team-oriented environment.

Preferred Qualifications:

• Certified Fund Raising Executive (CFRE).

Compensation and Benefits

  • Annual Salary of $65,000 – $70,720 depending on experience and qualifications with bonus potential.
  • Benefit stipend included

This position is primarily remote with some travel. Standard M-F position with occasional weekend and evenings.
