Justin McInnis

President and Elected CEO

Justin McInnis became TEXSAR’s President and CEO in 2020, bringing a strong focus on advancing the organization’s mission and impact. His journey with TEXSAR began in 2015 when he joined as a volunteer during the Memorial Day Floods, where he immediately made a meaningful impact. Over the following five years, he continued to deepen his commitment by serving on the Board of Directors and in an advisory role.

Justin brought to TEXSAR a strong reputation as a leader in the first responder and emergency management community, along with extensive experience across the disaster response continuum. In 2016, he was appointed Assistant Emergency Management Coordinator for Hays County, where he helped develop a robust flood warning system, managed major capital projects, supported Emergency Operations Center (EOC) activities, and led field operations. He later advanced to Assistant Director and Interim Director of Emergency Services, contributing to a team recognized with the EMAT Excellence in Emergency Management Award.

As President and CEO, Justin oversees all administrative and operational aspects of TEXSAR. Under his leadership, the organization successfully navigated the challenges of a global pandemic and responded to multiple large-scale disasters, including the Hill Country Flood event in 2025. His focus on strategic growth, partnerships, and community engagement has expanded TEXSAR’s reach and impact across the state. During Justin’s tenure, the organization earned the Texas Governor’s Volunteer Award for Disaster Response in 2022.

Driven by a deep passion for service, Justin takes great pride in TEXSAR and the critical role it plays in supporting the people of Texas.
