Justen has been Director of Emergency Preparedness for H-E-B since January, 2008. Justen has been employed by H-E-B for 20 years, the last eight in his current capacity, with past roles in logistics, retail operations, project management and IT. Justen has led the response and recovery efforts at H-E-B for Hurricanes Harvey, Rita, Dean, Humberto, Dolly, Gustav and Ike; as well as the 2009 H1N1 Pandemic Flu Outbreak, 2010 Laredo Flooding, the 2011 Wildfires, including the Bastrop Complex Fires and the Riley Road Complex Fires, and in 2013 the West, Texas Explosion and North Texas Tornado Outbreak. Justen holds a seat in the Texas Department of Emergency Management’s State Operations Center Council, is a member of the National Emergency Management Association (NEMA), Emergency Management Association of Texas (EMAT) and the FBI’s InfraGard program. Justen is a member of the Capital Area Incident Management Team and Texas Search and Rescue (TEXSAR) Team. Justen is a graduate of the Gavin de Becker Advanced Threat Assessment and Management Academy and has a Bachelors of Science degree from Kansas State University.
