TEXSAR Announces 2021 Officers

TEXSAR – Austin, Texas

On Monday January 4, 2021 the TEXSAR Board of Directors met virtually as a group for the first time in 2021. TEXSAR is one of the largest search and rescue non-profit in the state of Texas and today announced the election of officers for 2021.

Matt Woodruff, Chairman – Woodruff, who joined TEXSAR in 2017, succeeds Shawn Hohnstreiter, one of TEXSAR’s founding members, who served on the board since the inception of the organization in 2004. Woodruff comes to the Board where he served two years previously, including one as corporate Secretary. He is an executive officer with Kirby Corporation with extensive board and leadership experience in the non-profit world.

Justen Noakes, Vice Chairman – Justen Noakes, Vice Chairman – This is Noakes second year as the Vice Chairman of the Board, previously served as CEO, and has been a member of TEXSAR since 2013. His professional position as Director of Emergency Response for H-E-B provides him with an invaluable perspective to help guide and lead the organization.  

Andrew Tull, Secretary – Tull, who joined TEXSAR in 2017, succeeds founding member, Brandon Goering as Secretary. This is Tull’s second year on the Board of Directors and first as an officer. Tull brings extensive experience as a business owner in the technology and business consulting space.

Pam Spann, Treasurer – This is Spann’s fourth year as Treasurer and fifth year as a TEXSAR member. Spann serves as the Business Administration Director for TEXSAR as well as one of TEXSAR’s K9 handlers. Spann has 35 years of experience working in finance for IBM.

Shawn Hohnstreiter, Immediate Past Chairman – Hohnstreiter is a Business Owner and Founding Member of TEXSAR.

Justin McInnis, President and CEO – This is McInnis’ second year as President and CEO.  He has been a member of TEXSAR since 2015. McInnis is entering his second year as TEXSAR’s first ever, paid chief executive. McInnis has prior experience serving as the Assistant Emergency Management Coordinator (EMC), Assistant Director of Emergency Services and Interim Director of Emergency Services for Hays County.

In addition to the above officers, the 2021 Board of Directors includes:

  • Jonathan McComb, Business Owner and Entrepreneur
  • The Hon. Judge Beth Smith, Justice of the Peace for Hays County Pct. 2 and President of the Kyle Fire Department/Hays County ESD #5
  • The Hon. Jimmy Pappas, Commercial Real Estate Broker, and Mayor of the City of Hunter’s Creek Village

TEXSAR is a 501(c)(3) nonprofit first responder organization headquartered in Austin, Texas. TEXSAR serves all 254 counties in the State of Texas and deploys at the request of law enforcement, fire departments, and emergency management agencies. TEXSAR’s services are free to requesting agencies and are staffed by volunteers who are trained professionals in their fields. TEXSAR provides specialized services such as ground search and rescue; flood and swiftwater rescue; K9 search, rescue, and recovery; disaster relief services; wildland fire; aerial search; UAV support; and dive team operations.
